Empowering Bermudians to Promote Our Island

Today, Minister Wayne Furbert announced a new video contest that harnesses the creative energy of Bermudians to promote our island.

We believe in Bermudians and their talent. We've seen ti recently in a slew of viral videos. And, we want to see more. Minister Furbert:

Following the enormous success of the cliff jumping video and the BDOT’s Spring Break video which featured such fantastic images of Bermuda, we wanted to open the market to all residents, with no age limit, to capture the best of Bermuda on film.

The idea is to show Bermuda and what we can offer a visitor from a resident’s perspective.

We are looking for creative, energetic and fun videos. We are encouraging producers to think outside the box and show us some really innovative new concepts for promoting Bermuda to diverse audiences.

Video content should target potential visitors to Bermuda and address the question, “Why should you visit Bermuda?”.

The content must feature positive images and scenes, ultimately inspiring visitors to want to travel to the Island.

Additional criteria for production:

Ø All videos must be of HD quality
Ø Proof of ownership or copyright release for music is required in writing
Ø Videos should not exceed two-minutes; and
Ø Submissions must not include any obscene content or language or nudity, and product marketing is prohibited.

The winning video will be posted on the BDOT’s website, YouTube channel and FaceBook page. The winner will also win $5,000.

First quarter deadline for submission is Monday, June 18, 2012.

Dame Jennifer Delivers for St. George's

Even UBP/OBA supporters acknowledge that Dame Jennifer Smith is connected to her community and delivers real results that benefit the people of St. George's.

In her statement, she noted her connection to St. George's as well as the many activities she has sponsored in the constituency. Dame Jennifer:

I stand before you humbled at the opportunity to once again serve the people of St. George’s North.
I am an unapologetic St. Georgian - so it is with great joy that I accept the candidacy for this constituency.

Since my reelection in 2007, I have continued to work in the best interests of St. George’s in particular and children in general. Here in St. George’s that meant Christmas Hampers for the needy – the Annual Easter Egg Hunt - the Annual Future Leaders’ Awards (now in its 6th year), our Annual ‘Back to School’ Event, in concert with St. George’s Cricket Club and Constituencies 2 and 3 – and our Community Movie Night at the St. George’s Community Centre.

As Minister of Education, we have focused on teaching and learning in order to spread equity across the system by raising standards and offering help on site, at the schools.

In addition, thanks to the Ministry of Works, our roads have been paved, lights installed on Barry Road; and today - Coot Pond Road returned to two-way status.

She went on to talk about how the PLP accepted the challenge of the global economic crisis and helped protect jobs and the social safety net in Bermuda. Dame Jennifer:

As a Government we have confronted the worst global economic crisis since the great depression. It has been a tough battle, but we are winning the fight. We are making progress in terms of economic recovery and our spending has been invested in making this country better. We spent - not because we like roads or buildings – we spent to provide jobs, assure health and achieve success and stability for the people of this country.

Yes, there have been challenges but there have also been successes. We continue to relentlessly and aggressively tackle crime while addressing the long simmering conditions that helped to create a culture of criminality among some of our citizens.

Our work in this arena, like our work in education, is too important to be made the fodder of partisan politics.

As we look to the future and the next election. I want to thank you for the privilege of serving you. Thank you for placing your trust in me.

Dame Jennifer is a trailblazer and a strong and effective leader. And, she hasn't forgotten her community. She is from St. George's and she understands what the community through and through.

She knows that an economic crisis is not the time to engage in savage cuts that will mean lost jobs and lost opportunity for Bermudians. She believes in Bermudians and is committed to continuing the investment to ensure that all Bermudians can rise as far as talents will take them.

PLP Delivers $500,000 Retraining Scholarship Fund

We know that Bermudians are looking for jobs and opportunity. That's why we created a $500,000 Scholarship Fund that will help train Bermudians to take advantage of better paying jobs.

The fund, announced earlier this morning, will be available to provide training for Bermudians looking to advance their skills. Minister Patrice Minors:

I am delighted to announce that the Ministry of Economy, Trade and Industry will be establishing a $500,000 Retraining Scholarship Fund at the Bermuda College to assist in:

 Retraining Bermudians seeking employment in a particular professional designation; and

 To assist in retraining individuals who may already be employed but who lack the resources to pursue a specific professional designation in their field.

But I want to be clear – this isn’t just any scholarship.

This fund will be used to address a specific need and will target a specific segment of our workforce – that is, those professional persons with experience in knowledge-based sectors who need to become certified in key areas, as well as recent college graduates who need to specialize through the certification process. Our aim is to assist these persons to become more marketable, reinventing themselves in accordance with the needs of the economy.

The public will recall that Bermuda’s most recent Census results counted 2,581 persons unemployed, with the Island’s official unemployment rate standing at 6%. And we at the Ministry have worked tirelessly in the last couple of years to address our unemployment concerns by implementing numerous initiatives to increase employment opportunities for Bermudians.

Under the auspices of the Department of Labour and Training we have dedicated considerable efforts to ensuring that those Bermudians who needed it were given the assistance to acquire those basic job skills to enter the workplace.

However it is clear that this economic downturn has been indiscriminate. It has affected all sectors of our workforce, large and small businesses; professional and blue collar workers. And what we recognise is that there are different levels of unemployment that need to be addressed.

Hence the introduction of the Re-Training Scholarship Fund.

Ladies and gentlemen, a critical component in our economic recovery plan is to increase the opportunities of developing our workforce by re-training Bermudians. As part of the Government’s Workforce Development Strategy, the Department has identified a need for training in the following areas of occupation.

These include, but are not limited to:

 Accounting
 Information Technology
 Secondary Education; and
 Other key areas within International Business

Quite simply, this is about providing support for those in knowledge based professions.

This is about assisting those Bermudians who have experience, but who have had trouble getting back into the industry because of the downturn in the economy.

We're making this investment in Bermuda because we believe in Bermudians. We know that during these tough economic times, people of all stripes need help and this scholarship fund will go a long way toward helping Bermudians take advantage of opportunities to advance themselves and their careers.

Bermudians Benefiting from PLP's Procurement Reform

Today, Premier Paula Cox announced that four Bermudian small businesspeople - job creators in our community - have benefited from the PLP's contracting reforms which level the playing field and give Bermudian companies a chance to thrive.

Premier Paula Cox notes that a new tyre contract will benefit Bermudian businesses and save taxpayers money:

I am pleased to announce that we have awarded the tyre contract valued at just over a million dollars to three vendors. I would like to introduce you to the managers of each company: Mr. Sheldon Robinson and Mrs. Kim Foggo of Discount Tyre & Wheel; Mr. Ashmead Ali of Affordable Tyre and Mr. Joe Ponte of Bermuda Tyre Company.

The three suppliers will be supplying tyres to the Bermuda Police Service, the Public Transport Board, the Bermuda Fire Service and Public Works which are also responsible for servicing the remaining Government vehicles.

While Discount Tyre & Wheel will be the sole supplier of the high performance “Good Year” tyres to the Public Transport Board for their buses, the remaining contract will be split between the three suppliers.

The award of this contract, which is valid until March 2013, will realise a savings of $170,000 while, at the same time, meeting the Government’s commitment to spread its purchasing power.

We've reformed contracting to make it fairer to Bermudians. And, now, Bermudian small business job creators are benefiting and Bermudian taxpayers are saving money. Premier Paula Cox notes that more Bermudian businesses are set to benefit from our reforms going forward:

This is only the beginning. The OPMP have started the review process for paper and other stationery; photocopiers; printers and scanners; cleaning contracts; mobile phones; uniforms; and travel. Within the next few months, a request for tender will be published for paper. The same process and rationale that was successful with the tyre contract will be used in the awarding of contracts for paper and other products and services.

Businesses are encouraged to regularly check the Government Gazette in the Bermuda Sun for the publication of requests for tender. The OPMP will also be developing a website where they eventually will be able to publish the requests for tender and allow interested businesses to register so that they can be automatically notified of requests for tender in the categories where they may be eligible to submit a proposal...

St. Regis Development to Create 600 New Jobs

The St. Regis is yet another step closer to breaking ground. Today, Minister Wayne Furbert announced the signing of an agreement between the St. Regis Hotel developers and the international financial group who will provide the initial capital for the resort's construction.

He also announced that the resort will create 600 new jobs!

Minister Furbert:

This agreement is another indication of the continuing success of the Government and my Ministry’s efforts to drive new investment in the hospitality sector. As we continue to build our economic recovery, we are doubly pleased that the new hotel will open up the prospect of an estimated 600 new jobs in its construction and subsequent management.

We have long felt the new hotel, incorporating so many modern features that are vital to today’s business community, will usher in a new age of investment in Bermuda’s hospitality sector. It sends a strong message to the international investment community that Bermuda is serious about reaching out to create global partnerships and that we are, in all areas, absolutely open for business.

I congratulate all those involved in bringing the St. Regis hotel to Bermuda and I am so very pleased to have been able to extend my support and encouragement throughout the long process of negotiations that have led to this agreement being signed.

Let me be clear, our efforts as a Government are firmly linked in our understanding that all in our community must be the benefactors of the revitalization of our economy. We will not mark full economic recovery until every Bermudian, from our ambitious and hopeful young people to our seasoned industry professionals have realised full employment opportunities.

Today’s announcement comes on the heels of the Minister of Public Works, the Hon. Michael Weeks’, plans to create 100 new jobs for Bermudians with the reconstruction of the Victoria and Albert Row housing complex in the West End.

The hotel not only represents jobs and opportunities for our people, it also sends a message that international business and international investors are bullish on Bermuda's future. They're betting with their wallets that Bermuda's economy is set to rebound. But, it's not just the international developers and financiers that are betting on Bermuda with their wallets - even Opposition supporters are bullish on Bermuda!

Today's Royal Gazette reported that long time PLP critic Rick Olson has acquired the Silk Restaurant space and plans to turn it into a high end steakhouse and wine establishment. If Mr. Olson and his business partners were down on Bermuda's future, they wouldn't be investing their hard earned money in expanding their business and creating jobs. Even the opposition's supporters know that Bermuda's economy is on the way back and that it is wise to invest in Bermuda!

Aggressive Tourism Campaign Kicks Off in Boston Tomorrow

The tourism turnaround is alive and well and kicks into high gear tomorrow with a special event in our gateway market of Boston.

Tomorrow, Minister Wayne Furbert kicks off its annual “Bermuda Day” partnership with the Boston Red Sox at Fenway Park.

The partnership highlights Bermuda through a series of cultural events, promotions and industry networking functions via numerous Boston Red Sox platforms, including digital ads, in-stadium signage, e-mail blasts, billboard mentions, and more.

Tomorrow, tourism representatives will spearhead an aggressive guerrilla marketing campaign targeted toward commuters surrounding the Park area. The campaign will feature Gombey dance performances, as well as BDOT ambassadors providing collateral material to consumers with information on travel from Boston to Bermuda.

Following the day’s events, Minister Furbert, along with local singers Tricray Astwood and Steve Easton will gather at Fenway Park to perform the US National Anthem prior to the Red Sox game. And keeping with the Bermudian theme of the evening, the first pitch of the game will be thrown by Shawn Caisey of the participating Gombey group.

Minister Furbert:

All five cities we’ll visit during the road show are essential markets for Bermuda, particularly in the upcoming summer months during the island’s high season. We very much look forward to networking with travel agents and consumers, while elevating awareness of Bermuda’s exquisite travel product, summer deals, and close proximity to each target market.

“Bermuda Day” will also include an exclusive media luncheon at the Boston College Club, and a travel agent dinner at Boston’s award-winning Top of the Hub restaurant atop the famed Prudential Tower. Minister Furbert is also scheduled to talk up Bermuda tomorrow morning on WZLX FM’s Karlson and McKenzie show – one of Boston’s most listened to radio shows.

Following their stop in Boston, the BDOT representatives will attend similar events in Old Greenwich, CT, New York City, Philadelphia and Washington, DC from May 15-16.

Dame Jennifer Schools Craig Cannonier on Education Reform

We would forgive Craig Cannonier for not really understanding what government has done - but, he and his party think he's qualified to lead it!

Minister Dame Jennifer Smith schooled Craig Cannonier on education reforms we delivered beginning four years ago. Dame Jennifer:

The Honourable Member, the Leader of the Opposition, is reported as saying (in reference to the Hopkins Report): “That was five years ago and yet only at the start of 2012 was the Government bringing Professor Hopkins recommendations before the House. The failure to move with urgency on education is not a one-off.”

Now, I’ll grant you Mr. Speaker that members should be able to talk about the government, politicise issues and generally take advantage of any missteps of their opponents. What they cannot do – Mr. Speaker – is ignore the facts in order to score cheap political points.

Mr. Speaker, that honourable member was speaking of the debate on the Joint Select Committee report on education reform which took place in February. If that honourable member had listened when Party Whip MP Lovitta Foggo spoke to her motion, he would have heard the Member talk about the progress that had been made in the five years since the Report.

His colleague, the Shadow Minister of Education, the honourable member Grant Gibbons, who was elected to this House in a Bye-Election on 14 July 1994, and was a member of government when the 1996 Education Act creating Middle Schools and Senior Schools was enacted, certainly could have told him about the amendments made to that very same Act which were debated and passed in this House on 8 August 2008.

A mere one year after the Report was submitted in 2007!

Mr. Speaker, last week, I said that we have a responsibility to lead and to inform. This week, I want to add that we also have a responsibility to inform ourselves.

Mr. Speaker, we’ve all heard the saying: ‘ignorance of the law is no excuse’. Legislation was passed in this House before that honourable member was elected and he has a responsibility to know about it.

Mr. Speaker, I wasn’t alive during slavery – but I know that it happened. I know that my ancestors were sold at auction, transported on slave ships and hunted down if they tried to escape.

Mr. Speaker, it was during the honourable Deputy Speaker’s (Member K. Randolph Horton’s) tenure as Minister of Education that the EDUCATION AMENDMENT ACT 2008 was debated and passed.

With its passage Government repealed the post of “Chief Education Officer”, created the post of "Commissioner of Education” and set out the functions of the Commissioner. In addition, the role of the Board of Education was expanded and the number of persons on the Board increased to make it representative of the various groups who have a stake in education.

The amendments also provided for accountability in the education system and for curriculum and performance standards that are benchmarked against international standards.

In addition, the amendment extended the school age from 16 years to 18 years.

Mr. Speaker, it was clause 8 of the 2008 amendment, that inserted provisions in the 1996 Act for School based accountability – Performance recognition – Identification of low performing schools and measures to be taken to improve their performance – Identification of students at risk and measures to address this – Development of academic standards – Development of curriculum standards – and Testing of students.

Craig Cannonier doesn't know what he's talking about. He is dangerously ill informed and he just isn't ready to lead. These are tough times, can we really afford to take the Craig Cannonier risk, Bermuda?

New Construction Project Will Create 100 Jobs, 45 New Apartments at Victoria Row

The people on the west side have cried out for new housing and we're pleased to announce that we are demolishing Victoria and Albert Row and building new units - a project that will create over 100 new jobs for Bermudians!

In the first phase, we will build 45 new apartments adjacent to Victoria Row and create 100 new jobs. In the second phase, we will demolish and rebuild the aging complexes at Victoria and Albert Rows. Minister Michael Weeks made the big announcement earlier this afternoon:

The construction of this project will also create a welcome boost to the construction industry. Throughout the 18 month delivery period, it is anticipated that in excess of 100 jobs will be required within various capacities to complete the project...

The project will be delivered in 2 phases. Phase 1 will see construction of 45 units on the property adjacent to the existing Victoria Row. Upon the completion of phase 1 the current sitting tenants from both Albert and Victoria Row will have the opportunity to move into the completed units.

Phase 2 will see the demolishing of both Victoria and Albert Row and then completion of the remaining units. The development consists of a mix of 1, 2 and 3 bedrooms. Rents for these units will range between $1600 and $2,100 per month.

These homes are being developed to provide the 60+ existing WEDCo tenants and those still on the Bermuda Housing Corporation (BHC) rental waiting list, the opportunity to live in a new, safe, modern unit.

These are difficult times for the global economy. But, it's not stopping us from doing what's right for Bermudians - creating jobs and building affordable housing. While the opposition may attack, we aren't apologizing for investing in Bermuda because we believe in creating jobs and opportunity for our people.

Celebrating the People's Choice

All around the world, one man, one vote is the hallmark of democratic societies. And, we're proud to have brought democracy to Hamilton and St. George's.

Last night, we congratulated Mr. Kenneth Bascome & Mr. Graeme Outerbridge on their respective victories in the Mayoral races in St. George's and Hamilton. We also congratulated the new Aldermen and Common Councillors that were elected to represent their municipalities.

We are confident that the teams selected by the electorate will work diligently on their constituents’ behalves.

The Progressive Labour Party is proud that under its watch democracy was reformed in the Municipalities to ensure that more Bermudians could participate and be empowered.

One man, one vote is the bedrock of democracy and, today, we celebrate the people's choices to lead Hamilton and St. George's.
